Purpose of the Role 

The Project Officer will contribute to the overall success of the BBO partnership with Landau across Herefordshire, Shropshire and Telford/Wrekin. The successful candidate will work alongside and co-ordinate programme delivery for Aspire Living. 

You will have line management responsibility for the Aspire Job Coaches, and provide some of the support for the individual and group activity.  You will liaise with referring agencies, statutory bodies and employers.  You will collect, collate and evidence data according to routine processes and policy.

Principal Duties & Responsibilities

Responsibilities will include, but are not limited to, the following:

  • To create and manage strong relationships with key referral agencies and statutory bodies to encourage referrals to the Pathway into Work programme.

  • To work in partnership with a network of local agencies and key stakeholders including; JCP, Statutory, Voluntary & Private organisations, local Employment & Skills providers, Specialist Partners, and Education & Training providers

  • Co-ordinate referrals to the programme ensuring consideration of the geographic reach and KPI targets of our project.

  • To develop and maintain in-depth knowledge of the local labour market including extensive understanding of current benefits regimes and entitlements.

  • To develop and maintain a network of local employers, work placements and learning opportunities for the project attendees.

  • To engage, build trust and maintain effective relationships with other BBO Partners

  • To positively promote the Pathway into Work Programme to people we support and stakeholders via internal and external events.  

  • Co-ordinate the work of the Job Coaches in the process of supporting project beneficiaries, ensuring the highest quality of delivery and responsiveness to the individual’s needs in line with the person centred approach to information, advice and guidance best practice.


  • To oversee the completion of all participant administration and financial documentation ensuring all records are accurate and kept up-to-date, to ensure full contractual compliance with ESF, Big Lottery Fund, and Awarding Body standards. Ensuring achievement of contractual Key Performance Indicators (KPI).

  • Co-ordinate the BBO Cognisoft database submissions ensuring that Job Coaches regularly update it and use it as the single point of recording activities and interventions of the programme.

  • Adhere to and maintain Aspire and Thera Group operational systems as required

  • Take responsibility for data protection and work closely with Job Coaches to prevent any breaches of information security in regard to personal data and/or other confidential materials handled by the project staff.

  • Work closely with other Aspire staff to ensure full compliance with quality standards and Health and Safety processes and that this is reflected in all activity directly delivered by the project team.

  • Support the Better Days Manager and/or Community Operations Manager in the collation and submission of regular reports to Landau in line with the schedule, as well as any exceptional reports from time to time.

  • Line manage the Job Coaches.

  • Regularly conduct supervisions and appraisals of the team who are employed in line with appropriate policies and procedures.

  • Actively participate in the work of the Landau Partnership Board as the representative of Aspire Living as required

  • Regularly attend the meetings of the Partnership to share good practice and drive continuous improvement of the project.

  • To maintain a network with other Job Coaches and similar Supported Employment Projects across Thera Group.

  • To attend regular team meetings and supervisions with line manager.

  • To ensure compliance with the organisation’s policies and with insurance and statutory requirements, particularly health and safety and equal opportunities.

  • To fully understand and comply with ESF/Big Lottery Guidelines and Landau internal procedures.

  • To contribute positively as part of a delivery team, as well as part of a wider business team, to deliver business objectives.


    Person Specification - Knowledge, Skills & Experience

    The successful candidate must be able to evidence the following specific attributes.

  • Knowledge or previous experience of coaching, supporting and placing unemployed/ economically inactive people with a learning disability into employment, self-employment or FE/Training.

  • Knowledge and understanding of the Local Labour Market, Sector Skills Gaps, local Employment & Skills provision, Specialist Support Networks, and Education & Training providers.

  • Previous experience of successful project co-ordination

  • Proven ability to form effective working relationships within a range of Public, Private and Third Sector strategic and delivery stakeholders and colleagues.

  • Strong interpersonal skills to enable effective working relationship with partners, key stakeholders and programme clients.

  • Previous knowledge and understanding of Performance Management Frameworks, and meeting/exceeding contractual Key Performance Indicators (KPI) targets relating to Performance Outcomes, including the achievement of job and training outcomes.

  • Genuine commitment to the personal and occupational success of long term unemployed people.

  • Proven track record for working in a multi agency partnerships to meet collective goals.

  • Possess a passionate and positive outlook, with the ability to build rapport, empower, inspire, and enthuse participants who may be disengaged.

  • Possess high level communication, interpersonal and presentational skills and understands its importance in both participant relationships and teamwork.

  • Possess excellent organisational and time management skills, prioritising and managing work according to deadlines and performance targets.

  • ICT literate to high level; Office 365, Database, Word, PowerPoint & Excel

  • Highly motivated and willingness to meet deadlines and work under pressure.

  • Prepared to work outside normal office hours (as and when required) to support the programme and be prepared to travel around the local contract area.

  • Willingness and ability to travel across Herefordshire as required, and to attend meetings in the wider partnership area.
